Can't modify production commercial/melodies

Hey, I've noticed that you changed it to lock production melodies/commercial if they don't have the "can produce" button, the problem is after I click "can produce" on i still cant modify the commercial/melodies data

I've figured out something seems like whenever i import a database to another databease, it bugs everything. So i get duplicate tv shows, cant build distribution facilities. I tested modifying the production commercial/melodies and it worked on the original database but when i import it to another database, it bugs.

I made a new database since It was blank, i imported the realartist database to it, and it bugs where tv shows duplicate, i cant build distribution facilities. etc
