How do I get an artist from another label?

So in my game I run Jive Records and for some reason Britney is signed to Interscope, is there a way for me to acquire her/buy her out of her contract? I'm new to the game and haven't found anything that let's be sign her.

Do the exact same thing you'd do if you're signing a free agent. Select the artist/band in the appropriate section then click contract information, but instead of offering a contract, hit the Buy Out contract button next to it. Warning: It's very, very, very expensive as I think it is priced both on their pop and how many albums they have left on their deal.
