Apparently the Republic of Ireland is bugged as a country for artists in the editor. When I choose it in the menu, the flag doesn't change and no cities appear in the list.

Yeah I've had the same, I couldn't make Sinead O'Connor Irish. (or Bjork Icelandic, for the same reason)

Adding cities didn't work for those countries. I tried.

Fixed it was referring to Republic of Ireland where as other parts of the game are just looking for Ireland. I have made all Ireland.
